		<description>What about the 68,000 million acres of public land the oil companies already have leases for? Why are the oil refineries only at 85% capacity? Why don't they increase exploration where they already have leases and increase the refining capacity to 95%?  That would really be the answer.  Bachmann's 'bill' is a smoke screen and DOES make everything about the energy crisis political.</description>
