The biggest fault I see is that there is no requirement for illegals to "come forward," zero incentive for them to do so, and no "what if" if they don't (which they won't). It will be 1986 all over again, with massive incentives for INCREASED illegal crossing of our border, and no disincentives except for a short fence. I think it can be fixed, but I doubt it will be. There are people on both sides of the isle that do not like this bill. Some say it's to strong, not strong enough, needs more tweaking. It will not be passed for a while.
