If such an arab state were to actully build a weapon of this nature it should be taken as a declaration of war against the United States and Isreal.The Us shold at that point use every means necessary to revome that governmentand secure the WMD. If atomics are deployed against the U S the response should be the atomic bombing of the offening nation's major cites.
